These volumes take stock of these changes and how they affect victims, offenders, communities, and the services and systems in place to handle domestic violence when and where it happens. Our society has made an enormous investment in stopping abuse in families and relationships, but questions still remain. Are women safer today? Have legal and criminal justice reforms made perpetrators more accountable? Are Batterer Intervention Programs (BIPs) effective? Have changes in Family Court improved the prospects for women and children? How have Child Protection Services responded to the new knowledge the effects of exposure on children?
